I’m not sure if tiny little moustache hair that’s barely visible on boys considered reaching puberty, I haven’t found about that yet on islamqa. I have a brother who has it but its barely visible he doesn’t show any other signs of puberty that islamqa mentioned from what I know

If he doesn't have proper beard or pubic hair he hasn't reached puberty yet.
But he could show secondary signs like feeling attracted to girls maybe, or broadness of shoulders and chest and deep voice tallness etc...in that case he still shouldn't mingle too much with girls especially if he has already developed feelings and is aware of the difference between two genders well and is conscious and eagered, women or adolescent girls should cover themselves from such boys to be on safer side...besides if these secondary signs are there then most likely the main signs are already there, unless there's a delay or abnormality.
With growing technology and children witnessing more immodest things through TV laptops gadgets and mixing with girls they have early puberty around 10-12 and it can also be affected by their dietary pattern lifestyle genetics environment upbringing etc. I know of many students from my school days who got their puberty around that time. No one says it openly obviously because it's embarrassing, and elderly people assume that they are kids when actually they are not, one third of them aren't honestly. 5th 6th grade students you can assume more than 30- 50 percent students already having wet dreams or fantasizing about girls or women or being starstruck by their beauty, or already watching porn or knowing adult stuff. For porn and adult stuff I would say 30 percent amongst them. It also depends on the type of school students gathering they are in that's also what affects their adolescence time.
Some of them might not have broad shoulders and beard but already might start having wet dreams or might have pubic hair too. Ofcourse others wouldn't know it. That's why it's better for namahram women to assume especially in these times of greater fitnah that 10-12 are already grown ups or on the edge of it...so it's better to be on safe side.
