Assalamu alaikum warahmatullahi wabarakatuhu,
No the child born out of wedlock doesn’t take the name nor inherit the wealth of the biological father. And they both have no rights over each other and no responsibilities towards each other.

Ownership of the child belongs to the owner of the bed who had intercourse with his wife, based on an established nikaah. Not just a fling or affair out of wedlock. This is zinaah and child born out of zinaah negates the ruling of ownership of the bed. So he or she born out of wedlock only belongs to his or her mother and can inherit from his or her mother and becomes a part of mothers lineage.
But not the biological father and he doesn’t get the title of the father either, no matter if the DNA tests are done, because this ruling is based on islamic shariah and this is a punishment for those who commit adultery. The child is nowhere in fault but the parents are.
However it’s recommended for the biological father to still support his or her illegitimate child out of virtue and piety for the sake of Allah by fostering him or her if he can. It’s not an obligation upon him but it’s from good ettiquites to do so.
